পাবনার সার্বিক উন্নয়ন ও জনগণের দীর্ঘদিনের প্রত্যাশা পূরণে নিরলসভাবে কাজ করে যাচ্ছেন বিএনপির কেন্দ্রীয় নেতা ও চেয়ারপারসনের বিশেষ সহকারী অ্যাডভোকেট শামসুর রহমান শিমুল বিশ্বাস। তাঁর প্রণীত ১৫ দফা উন্নয়ন পরিকল্পনা ইতোমধ্যে রাজনৈতিক ও নাগরিক অঙ্গনে ব্যাপক সাড়া ফেলেছে। এই রূপরেখাকে সাধারণ জনগণ শুধু একটি প্রতিশ্রুতির তালিকা নয়, বরং বাস্তবভিত্তিক, সময়োপযোগী ও সাহসী পদক্ষেপ হিসেবে দেখছে।
এই ১৫ দফার মধ্যে রয়েছে পাবনা-রাজবাড়ী-আরিচা সড়কে Y টাইপ সেতু নির্মাণ, ঈশ্বরদী বিমানবন্দর চালু, ঢাকা-পাবনা এক্সপ্রেস ট্রেন চালু, এবং পাবনা-খায়েরচর ফেরিঘাট চালু-যেগুলো দেশের যোগাযোগব্যবস্থায় এক বৈপ্লবিক পরিবর্তন আনবে বলে ধারণা করা হচ্ছে। পাশাপাশি পাবনা কৃষি বিশ্ববিদ্যালয় স্থাপন, পুরনো মিল-কারখানা পুনরায় চালু, এবং ক্ষুদ্র ও কুটির শিল্পে বিনিয়োগ বৃদ্ধির কার্যক্রম ইতোমধ্যেই বাস্তবায়নের পথে অগ্রসর।
শহরের যানজট নিরসনে চার লেন সড়ক, ইছামতি নদী পুনঃপ্রবাহ প্রকল্প, এবং জমির মালিকদের ক্ষতিপূরণ প্রদানও তার দৃষ্টিসীমানায় রয়েছে। পাবনা সদর হাসপাতাল আধুনিকীকরণ, বিশেষায়িত চিকিৎসা সেবা সম্প্রসারণ, এবং বেকারদের জন্য কর্মসংস্থানমুখী প্রকল্প তার কর্মপরিকল্পনার গুরুত্বপূর্ণ অংশ।
বিশেষ করে পাবনার গর্ব এডওয়ার্ড কলেজকে পূর্ণাঙ্গ বিশ্ববিদ্যালয়ে রূপান্তরের দাবি ও জেলার শিক্ষা প্রতিষ্ঠানগুলোতে গুণগত মানোন্নয়নের উদ্যোগ পাবনার শিক্ষা খাতে নতুন দিগন্ত উন্মোচন করবে বলে মনে করছেন সংশ্লিষ্টরা।
শিমুল বিশ্বাসের এই পরিকল্পনাগুলো ইতোমধ্যে পাবনার রাজনৈতিক, সামাজিক ও নাগরিক মহলে ব্যাপক আলোড়ন সৃষ্টি করেছে। তিনি শুধু একজন রাজনৈতিক নেতা নন, বরং একজন দূরদর্শী উন্নয়ন চিন্তাবিদ ও জনদরদি সংগঠক হিসেবে নিজেকে প্রতিষ্ঠিত করছেন।
উল্লেখ্য, তিনি শুধু বিএনপির চেয়ারপারসনের বিশেষ সহকারী নন, বরং শ্রমিকদলের প্রধান সমন্বয়ক ও জাতীয় দৈনিক দিনকাল-এর ব্যবস্থাপনা সম্পাদক হিসেবেও গুরুত্বপূর্ণ ভূমিকা পালন করে আসছেন। যা রাজনৈতিক বিভাজন অতিক্রম করে সাধারণ মানুষের মধ্যে আশা ও আস্থার বাতিঘর হয়ে উঠেছে।
