সিরাজগঞ্জের তাড়াশ উপজেলার নওগাঁ পশুর হাটে অতিরিক্ত খাজনা নেওয়ার অভিযোগ পেয়ে অভিযান চালায় সেনাবাহিনীর একটি দল। অভিযোগটি সত্যতা পাওয়া পর সেনাবাহিনী সহযোগিতায় হাটের ইজারাদারদের পক্ষ থেকে ৫০০ পশু ক্রেতাদের মাঝে অতিরিক্ত টাকা ফেরত দেওয়া হয়।
বৃহস্পতিবার (৫ জুন) বিকেলে ওই পশুর হাটে গিয়ে অভিযোগের সত্যতা পেলে, অতিরিক্ত হাসিল ফেরত দেয়ার নির্দেশ দেন তারা।
পরে মাইকিং করে আদায় করা অতিরিক্ত টাকা পাঁচ শতাধিক ক্রেতাদের কাছে ফেরত দেয়া হয়। এ ছাড়া ইজারাদারেরা ভবিষ্যতে অতিরিক্ত হাসিল নেবেন না বলেও মুচলেকা দেন।
সূত্র জানায়, সপ্তাহের প্রতি বৃহস্পতিবার নওগাঁ পশুর হাট বসে। হাটের জন্য নির্ধারিত দিন হিসেবে আজ সকাল থেকেই হাট জমতে শুরু করে।
এ সময় নিমগাছী সেনা ক্যাম্প ইনচার্জ ওয়ারেন্ট অফিসার নাহিদ আলমের নেতৃত্বে সেনা সদস্যরা হাটে অভিযান পরিচালনা করে অতিরিক্ত হাসিল আদায়ের চিত্র দেখতে পান।
এ অভিযানে সেনাসদস্যদের সাথে জেলাপ্রশাসনের পক্ষ থেকে উপস্থিত ছিলেন এক্সিকিউটিভ ম্যাজিস্ট্রেট এহসান আহম্মেদ খান।
অভিযান পরিচালনা করে তারা দেখতে পান, হাটে প্রতিটি গরুর খাজনা বাবদ ক্রেতার কাছ থেকে এক হাজার টাকা ও বিক্রেতার কাছ থেকে ২০০ টাকা আদায় করা হয়। অপরদিকে প্রতিটি ছাগল বাবদ ক্রেতার কাছ থেকে ৪০০ টাকা ও বিক্রেতার কাছ থেকে ১০০ টাকা আদায় করা হয়।
অথচ সরকারি তালিকা অনুযায়ী গরুর মূল্য অনুসারে ক্রেতার কাছ থেকে ৩৩০-৬০০ টাকা এবং বিক্রেতার কাছ থেকে ৬০-১২০ টাকা নেওয়ার কথা।
ছাগলের মূল্য অনুসারে ১১০ থেকে ২২০ টাকা এবং বিক্রেতার কাছ থেকে ২২-৫৫ টাকা নেওয়ার কথা ছিল।
কিন্তু তারা এসব নিয়ম লঙ্ঘন করে ইচ্ছে মতো খাজনা আদায় করতে থাকেন।
অবশ্য এ অব্যবস্থাপনার জন্য জেলা ও উপজেলা প্রশাসন কে দায়ী করেন হাটে গরু কিনতে আসা পার্শবর্তী সলঙ্গা থানার অলিদহ গ্রামের বাসিন্দা মো. রুহুল আমিন।
তিনি বলেন, খাজনার সিটিজেন চার্টার টাঙ্গানো থাকলে ইজারাদাররা এভাবে খাজনা আদায় করতে পারতো না। কিন্তু হাটের কোথাও সিটিজেন চার্টার তথা মূল্য তালিকা দেয়া নেই।
কোরবানির জন্য গরু ও ছাগল কিনতে আসা মো. সোহেল রানা, আব্দুল কুদ্দুস ও রওশন আলী অভিযোগ করে বলেন, তিন লাখ টাকার গরুর যে হাসিল আবার ৮০ হাজার টাকা দামের গরুরও একই হাসিল। ছাগল,ভেড়ার ক্ষেত্রে সব দামে একই রেটে হাসিল আদায় করা হয়। অথচ উপজেলা প্রশাসনের নজরদারি নেই বললেই চলে।
এবিষয়ে নওগাঁ পশুর হাটের সেক্রেটারি মোঃ আইনুল হক বলেন সারা বছর স্বাভাবিক খাজনা আদায় করা হয়। হাটের সরকারি দাম অনেক বেশি তাই কোরবানির উপলক্ষে অতিরিক্ত খাজনা আদায় করা হয়।
বাংলাদেশ সেনাবাহিনী নিমগাছি ক্যাম্প ইনচার্জ ওয়ারেন্ট অফিসার মোঃ নাহিদ আলম জানান, অতিরিক্ত খাজনা আদায়ের সত্যতা পাওয়ায় ।
৫ শতাধিক পশু ক্রেতাদের মাঝে টাকা ফেরত দেওয়া হয়েছে।
এক্সিকিউটিভ ম্যাজিস্ট্রেট এহসান আহম্মেদ খান জানান, অবৈধ ভাবে অতিরিক্ত খাজনা আদায় করছিল হাটের ইজারাদারদের লোকজন।তাই অতি টাকা ফেরত দেওয়া হয়েছে।আর অতিরিক্ত খাজনা করবেনা মর্মে মুচলেকা দিয়েছে।
