রাষ্ট্রীয় স্বীকৃতি পেলেন সিরাজগঞ্জের তাড়াশের মেরিনা খাতুন বাংলাদেশে প্রথম “যুদ্ধশিশু” হিসেবে জাতীয় মুক্তিযোদ্ধা কাউন্সিলের (জামুকার) ৮৯তম বৈঠকে এ সিদ্ধান্ত গৃহীত হয়। যুদ্ধশিশু মেরিনার কোথাও পিতার নাম লেখার প্রয়োজন হবে না। পিতার নাম ছাড়াই তিনি রাষ্ট্রের সব সুবিধা বা অধিকার ভোগ করতে পারবেন।
এর আগে ২০২২ সালে জামুকার ৮২তম বৈঠকে মেরিনা খাতুনের আবেদনের পরিপ্রেক্ষিতে ১৯৭১ সালে মুক্তিযুদ্ধের সময় পাকিস্তানি সামরিক বাহিনী ও তাদের এ দেশীয় দোসরদের হাতে নির্যাতিত বীরাঙ্গনার সন্তানদের “যুদ্ধশিশু” হিসেবে স্বীকৃতি দেওয়ার সিদ্ধান্ত নেয়। সে সময় এ-সংক্রান্ত প্রস্তাবটি অনুমোদনের জন্য মন্ত্রিসভার বৈঠকে পাঠানোর পর বিষয়টি আর এগোয়নি। অবশেষে মেরিনা খাতুনকে যুদ্ধশিশু হিসেবে স্বীকৃতি নিয়ে জামুকার বৈঠকের বিবরণীতে বলা হয়েছে, মেরিনা খাতুনের নাম যুদ্ধশিশু হিসেবে রাষ্ট্রীয় স্বীকৃতি প্রদান বিষয়ে মন্ত্রিপরিষদ বিভাগ মতামত দিয়েছে। সে অনুযায়ী জামুকার চেয়ারম্যান ও মুক্তিযুদ্ধবিষয়ক মন্ত্রীর কাছে এ-সংক্রান্ত নথি উপস্থাপন করা হলে তিনি ‘মন্ত্রিপরিষদের সিদ্ধান্ত মোতাবেক ব্যবস্থা নেওয়া যায়’ মর্মে নির্দেশনা প্রদান করেন। এ পরিপ্রেক্ষিতে প্রয়োজনীয় ব্যবস্থা গ্রহণের জন্য মুক্তিযুদ্ধবিষয়ক মন্ত্রণালয়ে চিঠি পাঠানো হয়। কিন্তু মুক্তিযুদ্ধবিষয়ক মন্ত্রণালয় জানায়, ‘মন্ত্রণালয়ের এলোকেশন অব বিজনেস অনুযায়ী ও আইন বিধিবিধানের আলোকে যুদ্ধশিশু হিসেবে রাষ্ট্রীয় স্বীকৃতি প্রদানের কোনো পরিপত্র, আইন ও বিধিবিধান এ মন্ত্রণালয়ে পাওয়া যায়নি।’ পরবর্তীতে বিষয়টি নিয়ে জামুকার বৈঠকে বিস্তারিত আলোচনা করে মেরিনা খাতুনকে যুদ্ধশিশু হিসেবে রাষ্ট্রীয়ভাবে স্বীকৃতি প্রদান করা হয়। যুদ্ধশিশু হিসেবে রাষ্ট্রীয়ভাবে স্বীকৃতির বিষয়টি জানিয়ে মেরিনা খাতুনকে চিঠি পাঠানোরও সিদ্ধান্ত নেওয়া হয়।
এ বিষয়ে মুক্তিযুদ্ধবিষয়ক মন্ত্রী আ ক ম মোজাম্মেল হক এ প্রতিবেদককে বলেন, বীরাঙ্গনার সন্তানেরাই এখন থেকে যুদ্ধশিশু হিসেবে রাষ্ট্রীয় স্বীকৃতি পাবেন। গত ৫৩ বছরে যুদ্ধশিশু হিসেবে বাংলাদেশে কোনো শিশু রাষ্ট্রীয় স্বীকৃতি পায়নি। আমরা জামুকার ৮৯তম বৈঠকে তাদের স্বীকৃতির বিষয়ে সিদ্ধান্ত নিয়েছি এবং বিষয়টি চিঠি দিয়ে জানিয়ে দিতে বলেছি।
মেরিনা খাতুন সিরাজগঞ্জ জেলা প্রশাসকের মাধ্যমে ২০২২ সালের গত ৮ সেপ্টেম্বর যুদ্ধশিশু হিসেবে রাষ্ট্রীয় স্বীকৃতি চেয়ে মুক্তিযুদ্ধবিষয়ক মন্ত্রণালয়ে আবেদনটি পাঠান। আবেদনে মেরিনা খাতুন উল্লেখ করেন, আমার মাতা মৃত পচি বেগমকে মুক্তিযুদ্ধ বিষয়ক মন্ত্রণালয় রাষ্ট্রীয়ভাবে ২০১৮ সালের ৪ জুলাই বীরাঙ্গনা মুক্তিযোদ্ধা হিসেবে স্বীকৃতি দেন। যার গেজেট নম্বর ২০৫। ১৯৭১ সালে মুক্তিযুদ্ধ চলাকালে আমার মাতা পচি বেগম পাকিস্তানি বাহিনী ও তাদের দোসরদের দ্বারা পাশবিক নির্যাতনের শিকার হন। সে সময় আমি তার গর্ভে জন্মগ্রহণ করি।
উল্লেখ্য সে সময় আমার মাতা বিধবা ছিলেন। লোকলজ্জার ভয়ে তিনি আমাকে ভ্রূণেই শেষ করতে চেয়েছিলেন। কিন্তু ভাগ্যগুণে আমি বেঁচে যাই এবং মায়ের অন্য সন্তানদের দয়া ও ভালোবাসায় আমি বেড়ে উঠি। সম্প্রতি আমার মা পচি বেগম রাষ্ট্রীয় স্বীকৃতি পেলেও আমার কোনো পরিচয় আজও আমি নিশ্চিত করতে পারিনি। ১৯৭১ সালে দেশের স্বাধীনতাযুদ্ধ চলাকালে তাড়াশের মৃত ফাজিল আকন্দের স্ত্রী পচি বেওয়াকে বাড়ি থেকে স্থানীয় রাজাকাররা অস্ত্রের মুখে পাকিস্তানি বাহিনীর ক্যাম্পে নিয়ে যায়।
সেখানে আটক রেখে পাকিস্তানি বাহিনী তাঁর ওপর নির্যাতন চালায়। এরপর জন্ম হয় যুদ্ধশিশু মেরিনা খাতুনের। যুদ্ধ শিশু হিসেবে রাষ্ট্রের স্বীকৃতি পাওয়ার বিষয় সম্পর্কে মেরিনা খাতুন জানান, ধন্যবাদ মাননীয় প্রধানমন্ত্রী ও মুক্তিযোদ্ধা বিষয়ক মন্ত্রীকে। আশা করি এখন থেকে মুক্তিযোদ্ধাদের মত সকল সুবিধা পাব।
